At rank 10 you unlock Lester missions. After a short time or a few missions Lester allows you to place bounties on other players above rank 10. they range from $1000-$9000. But you have to pay $1000 more as that's Lesters cut. So if you want to place a $1k, you pay $2k, and $9k is a $10k cost. Forgiveness is Divine.
